On February 05, 2026, the Haryana Government published the Haryana Shops and Commercial Establishments (Amendment) Act, 2025 ("Amendment") in the official gazette. The Amendment comes into force retrospectively from November 12, 2025, and brings about several key changes to the Punjab Shops and Commercial Establishments Act, as applicable to Haryana ("Haryana Shops Act"). The daily working hours limit has been increased from 9 to 10 hours, and the permissible overtime cap has been raised from 50 to 156 hours per quarter. The Amendment also mandates that every employer must issue a formal appointment letter and an identity card to each employee. Lastly, penalties across various provisions have been substantially revised upwards, with violations now attracting penalties ranging from INR 3,000 to INR 25,000, along with a continuing penalty of INR 500 per day for ongoing non-compliance.
